New Referees
To be eligible to referee 9v9 and 11v11 games, you must:
- Be at least 14 years of age, as of March 31, 2021
- Attend an Entry-level referee clinic and successfully pass the Laws of the Game test
Potential referees can attend the course anywhere in Ontario, but the Toronto Soccer Association typically runs Entry-Level clinics in April. To complete registration for a TSA course, follow the instructions on the TSA’s website here.
Upon completion, log into http://mooredale.powerupsports.com and complete a volunteer application (from menu on left hand side of main page after logging in) for 2018 HLSC
To be eligible to referee small-sided games (7v7 format), you must:
- Be at least 12 years of age, as of March 31, 2021
- Attend a Small-Sided Games referee clinic and successfully pass the Laws of the Game test
Potential referees can attend the course anywhere in Ontario, but the Toronto Soccer Association typically runs Small-Sided Games clinics in April/May. To complete registration for a TSA course, follow the instructions on the TSA’s website here.

Returning Referees
Referees who completed either the entry-level course (9v9 and 11v11) or the small-sided game course (7v7) do not need to retake the course this year.
All returning referees must register with Ontario Soccer.
- Registration can be completed by logging into your www.refcentre.com account
- Registration fees for 2021 will be announced by Ontario Soccer shortly.
- Please note: if you hold both small-sided and 11v11 (and/or 9v9) accreditation, you will have to pay the higher of the fees
- An online education evaluation in the Laws of the Game and current FIFA amendments must be completed. The mark that you receive on this determines current grading level and the level of the games you will be able to referee and/or assistant referee in. Explanations and information regarding this can be found on the Ontario Soccer’s website here under the “Referee” heading.
- It is strongly recommended that each referee reviews the FIFA Laws of the Game (available here) and the “Differences between 9v9 and 11v11 Games” document (available here) before attempting the Education Evaluation
